Hi,
Here's a patch(attached) to adopt to ParseDate#parsedate 1.8.7 p174 implementation.
But I have no idea this patch is intention revealing or not.
(ParseDate#parsedate cannot parse nn-nn as YY-MM anywa).
What do you think about?

I'm also unclear whether the change in MRI behavior was intentional or not, so I've filed a bug against MRI here: http://redmine.ruby-lang.org/issues/show/2378
Let's see where it leads.
